A 66-year-old Tinton Falls man was charged with multiple offenses after he allegedly burglarized a vehicle and then sprayed its owners with a chemical substance. On Sept. 30, Rufus Monroe, of Tinton Falls, allegedly broke into a vehicle owned by a female Marvin Road resident and stole a Coach bag valued at $380, NJ Patch reports.
